About Us

Gary Osborne, Amy Hicks, Keith Young and Jean Monaco are the founding partners of Sound Actuarial Consulting. During the past two decades, these four partners established a reputation for excellence and responsiveness among their clients, auditors, third party administrators and other actuarial firms.

Gary Osborne

Gary is a founding partner of Sound Actuarial Consulting, LLC. With more than 30 years of experience, Gary is well-respected for his expertise in all actuarial aspects of workers compensation insurance. Gary has been designated an “expert in actuarial consulting” by the New York State Supreme Court. 

Prior to Sound, Gary worked at two actuarial consulting firms, and before that, at the National Council on Compensation Insurance (NCCI). Gary has a degree in Mathematics from the University of Connecticut and has passed a number of exams sponsored by the Casualty Actuarial Society.

Gary has served as Treasurer of the New York chapter of Kids’ Chance since its formation in 2014. Kids’ Chance is a national charitable organization established to provide scholarships to children of severely injured workers.

Gary likes traveling, reading, watching movies (Wes Anderson fan) and is a sports enthusiast with a love for playing golf with friends.

Keith Young, ASA, ACAS, MAAA, FCA

Keith is a founding partner of Sound Actuarial Consulting, LLC.  Keith meets the American Academy of Actuaries’ qualifications standards to sign statements of actuarial opinion for workers compensation and other property/casualty coverages, as well as for OPEB.

Keith’s previous employment includes Actuarial Solutions, Inc. focusing on workers compensation loss reserving and ratemaking. Keith also held positions at Buck Consultants, responsible for valuing corporate pension plan liabilities, and at Williams, Thacher and Rand, Inc. Keith’s pension plan background has been invaluable in launching and building a successful OPEB/GASB 75 practice. 

Keith is an Associate of the Casualty Actuarial Society, an Associate of the Society of Actuaries, a Member of the American Academy of Actuaries and a Fellow in the Conference of Consulting Actuaries; in addition, he has passed pension related actuarial exams sponsored by the Joint Board for the Enrollment of Actuaries. Keith is a graduate of the State University of New York at Potsdam with a degree in Mathematics.

Keith enjoys outdoor activities, including working on the home yard and gardens, as well as the family farm.

Amy Hicks, ASA, MAAA, FCA, FLMI

Amy is a founding partner of Sound Actuarial Consulting, LLC. She meets the American Academy of Actuaries’ qualifications standards to sign statements of actuarial opinion for valuations of other postemployment benefits (OPEB) in accordance with GASB 75, as well as for workers compensation.

Amy’s previous employment includes actuarial positions at Actuarial Solutions, Bohemia, NY; Metropolitan Life Insurance Company, Hauppauge, NY; Allstate Life Insurance Company, Northbrook, IL; Milliman, Brookfield, WI; and Combined Insurance Company of America, Chicago, IL.

Amy is an Associate of the Society of Actuaries, a Member of the American Academy of Actuaries, a Fellow of the Conference of Consulting Actuaries and a Fellow of the Life Insurance Management Institute. She is a graduate of Northwestern University, Evanston, IL, with a degree in Mathematics and concentrations in Economics and English Literature. 

Amy’s interests range from knitting while watching BBC TV to tackling a NY Times crossword puzzle while listening to Steely Dan.

Jean Monaco, ARM, WCP

Jean is a founding partner of Sound Actuarial Consulting, LLC. Jean’s previous employment includes more than 20 years of actuarial consulting at Actuarial & Technical Solutions, Inc., Bohemia, NY.

Jean has a degree in Mathematics from Union College, Schenectady, NY. She has passed several examinations in the actuarial and risk management disciplines and holds the Associate in Risk Management (ARM) designation from the Insurance Institute of America, and the Workers’ Compensation Professional designation (WCP) from The American Society of Workers’ Comp Professionals, Inc., (AMCOMP). 

Jean likes to read, listen to music and to be outdoors walking the many local trails.
