Amy Hicks

ASA, MAAA, FCA, FLMI

Amy is a founding partner of Sound Actuarial Consulting, LLC, an actuarial consulting firm providing workers compensation and GASB 45 consulting services to both public and private sector clients. Amy meets the American Academy of Actuaries’ qualifications standards to sign statements of actuarial opinion for certain property and casualty coverages, as well as for analyses of other postemployment benefits (OPEB) in accordance with GASB 45.

Amy’s previous employment includes 20 years as Consulting Actuary at Actuarial & Technical Solutions, Inc., Bohemia, NY, where she focused on workers compensation loss reserving and ratemaking for a variety of clients. Prior to that, Amy worked as a health insurance actuary at Metropolitan Life Insurance Company, Hauppauge, NY, and at Allstate Life Insurance Company, Northbrook, IL, where she managed pricing and product development for managed care as well as traditional health insurance plans. She has also held actuarial positions at Milliman, Brookfield, WI, and Combined Insurance Company of America, Chicago, IL.

Amy’s health insurance background has given her a unique perspective in the workers compensation field, particularly in medical trend analysis and the evaluation of workers compensation lifetime benefits. The advent of GASB 45 provided Amy an opportunity to utilize her health insurance background to build and manage an OPEB/GASB 45 practice as a complement to the workers compensation services being provided to public sector clients.

Amy is an Associate of the Society of Actuaries, a Member of the American Academy of Actuaries, a Fellow of the Conference of Consulting Actuaries and a Fellow of the Life Insurance Management Institute. She is a graduate of Northwestern University, Evanston, IL, with a degree in Mathematics and concentrations in Economics and English Literature.

Gary Osborne

Gary is a founding partner of Sound Actuarial Consulting, LLC, an actuarial consulting firm providing workers compensation and GASB 45 consulting services to both public and private sector clients. He provides consulting services to rating bureaus, private employers and hundreds of self-insured public entities.

With more than 30 years of experience, Gary is well-respected for his expertise in all actuarial aspects of workers compensation insurance. In particular, he has in depth knowledge of workers compensation in New York State, including the impact of the sweeping statutory changes implemented in 2007 as well as the significant changes in 2013, which will amend the way workers compensation assessments are charged and collected for self-insureds. Gary has been designated an “expert in actuarial consulting” by the New York State Supreme Court.

Gary serves on the Board and heads up the Scholarship Committee of the New York chapter of Kids Chance, a national charitable organization established to provide scholarships to children of workers who have suffered an on the job injury resulting in death or significant impairment.

Prior to his current position, Gary was a principal of Actuarial & Technical Solutions, Inc., an actuarial consulting firm with a focus on workers compensation, which he cofounded in 1990. He has also worked for Presley & Associates and Insurance Technical & Actuarial Consultants, consulting firms both specializing in workers compensation. Gary began his career at the National Council on Compensation Insurance (NCCI), the preeminent workers compensation rating bureau, where he provided support for rate filings, supervised research and special ratemaking procedures, and evaluated hundreds of statutory workers compensation benefit provisions in nearly every state.

Gary has a degree in Mathematics from the University of Connecticut and has passed a number of examinations sponsored by the Casualty Actuarial Society and by the Insurance Institute of America in the risk management discipline.

Jean Monaco

ARM

Jean is a founding partner of Sound Actuarial Consulting LLC, an actuarial consulting firm providing workers compensation and GASB 45 consulting services to public sector clients in New York and other states, as well as to private sector organizations.

Jean‘s previous employment includes more than 20 years as an analyst at Actuarial & Technical Solutions, Inc., Bohemia, NY. She has extensive experience in workers compensation, including loss reserving, determination of funding levels, premium allocation methodology and ratemaking for both public and private sector clients. Jean is particularly well-versed in the complex statutory requirements governing workers compensation in New York.

Jean has a degree in Mathematics from Union College, has passed several examinations in the actuarial and risk management disciplines and holds the Associate in Risk Management (ARM) designation from the Insurance Institute of America.

Keith Young

ACAS, ASA, MAAA

Keith is a founding partner of Sound Actuarial Consulting, LLC, an actuarial consulting firm providing workers compensation and GASB 45 consulting services to both public and private sector clients.

Keith‘s previous employment includes 15 years as Actuarial Consultant at Actuarial & Technical Solutions Inc., Bohemia, NY, where he focused on workers compensation loss reserving and ratemaking for a variety of clients. Prior to joining Actuarial Solutions, Keith held actuarial positions at Buck Consultants, where he was responsible for valuing corporate pension plan liabilities for several large clients, and at Williams, Thacher and Rand, Inc., where he gained valuable experience with retirement plan funding techniques for individuals as well as small corporate plans.

Keith has particular expertise managing large databases and working on complex analyses. His pension plan background has been invaluable in launching and building a successful OPEB/GASB 45 practice as a complement to the workers compensation consulting services provided to our public sector clients.

Keith is an Associate of the Casualty Actuarial Society, an Associate of the Society of Actuaries and also a Member of the American Academy of Actuaries. Keith has also passed pension related actuarial exams sponsored by the Joint Board for the Enrollment of Actuaries.  He is a graduate of the State University of New York at Potsdam with a degree in Mathematics.

Jennifer Chopra

Jennifer has more than 15 years of actuarial consulting experience. Prior to joining Sound Actuarial Consulting, LLC in 2013, Jenn worked at Actuarial & Technical Solutions, Inc., Bohemia, NY. She has extensive experience in workers compensation, including loss reserving, ratemaking and rate filings for insurance companies. Jenn brings considerable experience to the analyses we conduct for our New York public sector clients.

Jenn has passed a number of actuarial examinations sponsored by the Casualty Actuarial Society. She has degrees in Mathematics and Computer Science from St. Joseph’s College–New York.
